You asked for advice because you are going to visit Finland for autonomous sport touring sailing trip on inflatable sailing catamaran. You'll cross the border by your own car. For the personal nourishment in the trip you will take with You some canned meat and fish.

Your question 1:

If you will provide the number and details of a health certificate for the product issued in Russia, would it be enough for proving sanitary test passed in Russia for such food?

It is not so simple actually, I have to give to you more details:

PERSONAL COMSUMPTION:

You should take into the consideration the following Commission regulation which is on the link:

COMMISSION REGULATION (EC) No 745/2004 of 16 April 2004

laying down measures with regard to imports of products of animal origin for personal consumption

(Text with EEA relevance)

Commission Regulation 136/2004 article 8 Point 4 it says you can bring from Russia fish max 15 kg or one fish which weight is not limited if You have caught it by recreational fishing and it is for Your own use without veterinary check.

APPROVED ESTABLISHMENT

If you are interested in the commercial import you should follow the next regulations:

The products which are animal origin must have been produced by an establishment which is approved by commission. The list of counties and approved establishment is linked as follows:

As you see there is no approved establishment for bovine meat products in Russia so it is not possible to import these products at all. Rabbit and farmed game meat for example are possible.

FISHERY PRODUCTS 

If you may bring fishery products over 15 kg or more than one fish from Russia then they need a veterinary certificate which has a certain model approved by commission. The certificate must have given by official veterinarian.

TRACES

If you want to import fishery products you need to register as importer in the TRACES system as an importer and make a announcement by Traces one work day before you want the veterinary check for the products.

This check is only possible at veterinary border inspection posts which are in  Vaalimaa, Hamina, Helsinki port Hakuninmaa and Helsinki airport. It is the importers duty to be aware of actual safeguard measures. So please, follow the chances on the list which is updated continuously.

Question 2.

The Veterinary border inspection is chargeable. How much does it

cost?

 If you import the products of animal origin (less than 1 kg and no meat or milk products) for personal

consumption vet checks are not made. But if you want to bring more than one kg for personal consumption the border control is chargeable. And you cannot bring meat and milk products at all as for personal consumption.
